Seizing the opportunity presented by these uncertain times, The Order of the Russian Star, having taken full control of the Russian government via coup d'etat, attacks a peaceful American space colony dedicated to generating solar energy. Aiming to harness this power and use the colony as a weapon of mass destruction, The Order declares war on the United States by destroying San Francisco with the colony's energy array and demands America's unconditional surrender under the penalty of the destruction of New York City.
